Restore full repository structure with S3 fixes

- Fixed S3 upload functionality with direct HTTP requests
- Added AWS Signature V4 authentication for REG.RU S3
- Resolved telegram bot photo upload issues
- Updated s3_helper.py with proper error handling
- Fixed forms_helper.php function calls
- Updated send_plan_simple.php to return JSON responses
